Common Elements Treatment Approach (CETA) Health Program Officer (Grade 7) Closing Date: 21.08.2020

With around 200 000 People Living with HIV (PLHIV) in Namibia and the objective of reaching the 95:95:95 goals, the Ministry of Health and Social Services (MoHSS), with the support of developing partners, is working on improving the service packages to ensure comprehensive support for patients with this chronic condition. Mental health issues are common among the general population and PLHIV in Namibia, but unfortunately remain largely unrecognized and are therefore frequently not adequately addressed. The MoHSS, with the support of development partners, will be rolling out a program called the Common Elements Treatment Approach (CETA), to improve mental health screening and mental health treatment for PLHIV.

CETA is an evidence-based intervention comprised of cognitive-behavioural therapy (CBT) elements. It is unique from other CBT models in that it can flexibly address a wide range of commonly co-occurring mental and behavioural health problems prevalent among PLHIV, including Interpersonal Violence (IPV), depression, traumatic stress, anxiety and substance use. CETA deals with the key practicality issues in global mental health as it is a more cost-effective, scalable and sustainable model that addresses disease comorbidities and it can be delivered by lay counsellors.

We are currently in search of an enterprising candidate to fill the position of National Health Program Officer for the soon to be launched new CETA Program. The core focus of the incumbent will be to improve mental health screening and treatment primarily for PLHIV through the Common Elements Treatment Approach (CETA). You will provide a technical advisory role to the mental health programs, working under the direction of the Deputy Director Disability, Prevention and Rehabilitation within the subdivision Rehabilitation in the Directorate of Primary Health Care and in very close collaboration with the Directorate of Special Programs as well as the Directorate of Social Welfare.

Software Developer X2 (Grade 6) Closing Date: 21.08.2020

You will serve as a Software Developer under the Ministry of Health and Social Services (MoHSS), Pharmaceutical Services (PhSs) Directorate and will create and maintain software packages in-house, upgrade existing software systems in the Directorate (EDT, FESC, PMIS) in close collaboration with the Directorate of Special Programs (EPMS Quantum, TB ETR), Directorate of Primary Health Care (P-Tracker) and the Laboratory (MEDITECH). The Software Developers will work under the supervision of the Technical Leads, Management Information Systems to design, develop and implement innovative initiatives to improve antiretroviral therapy (ART) service delivery and strengthen data processing, analysis and use of information for decision-making. In line with this, the Software Developer will also implement mechanisms to support the monitoring of the ART program progress towards the attainment of the 95-95-95 treatment target in Namibia.

IT Support Specialist (Grade 6) Closing Date: 21.08.2020

The successful incumbent will serve as an IT Support Technician under the Ministry of Health and Social Services (MoHSS), Pharmaceutical Services (PhSs). The IT Support Technician will support the installation and maintenance of pharmaceutical information systems computer equipment at public health facilities countrywide. The incumbent will also support the rollout of newly developed or upgraded software products from the Pharmaceutical Services Directorate (Electronic Dispensing Tool (EDT), Facility Electronic Stock Cards (FESC), Pharmaceutical Information (PI) Dashboard, the Directorate of Special Programs (EPMS Quantum, TB ETR), Directorate of Primary Health Care (P-Tracker) and the Laboratory (MEDITECH). The IT Support Specialist will work under the supervision of the Technical Leads, Management Information Systems, to support innovative initiatives to improve antiretroviral therapy (ART) service delivery and strengthen data processing, analysis and use of information for decision-making. Chief Financial Officer Closing Date: 14.08.2020

There is a need for a dynamic, innovative and solutions-driven Chief Financial Officer to direct and lead an effective Finance Division. You will report directly to the CEO and form part of the executive management team together with the CEO and the Asset Manager and to act as a deputy in the absence of the CEO. Success in the role hinges on adhering to timelines, ensuring compliance and efficiencies on lead times, managing debt financing, stakeholder engagement and partnerships with sponsors, rapport building and winning the confidence of the audit committee. The next five years will be exciting and demanding as the business model will require some adjustment to the market segment, hence you need the ability to convince the Board of the requirement of progressive and evolving business models. Overall, the successful candidate will be responsible for overseeing and managing the financial affairs of the company and assist the CEO to maximise and grow income distributions to achieve a capital appreciation of the company's linked units. Furthermore, you will be responsible for month-end reporting, cashflow management and forecasting, loans, negotiation, governance, risk management, VAT, internal and external audits, reporting, and companywide payroll. A key capability includes strong transformational leadership to build cohesion and collaboration amongst the business departments and to drive the strategic imperatives of the business consistently. The scope of the role is expansive with wide areas of accountability and is inherently stressful but can be altered by improving efficiencies and finding solutions driven outcomes. The incumbent must be able to work in a fast-paced environment and meet stringent deadlines.
