Finance and Operations Manager

This position will report directly to the Country Director and will offer advisory support services and financial strategic input, to contribute towards attainment of the key organizational strategic objectives. You will be responsible for managing the personnel, financial, administrative and logistical functions of all programs and projects supported by the Global Programs office in Windhoek. The successful incumbent will among others; participate in the crafting and alignment of the unit performance strategy and goals; facilitate and consolidate the annual budgeting process at this level; liaise with operational/line managers to produce monthly management reports and provide commentary to the Executive Finance on significant variances; monitor and report on cash flow movements as well as provide advice on cash flow related decision making. Additionally, to proactively evaluate financial reporting systems and internal controls, as well as accounting and collection procedures; recommend changes to existing procedures, operating systems and other financial control functions. You will also be expected to improve the effectiveness and efficiency of relevant procurement processes and systems by analysing market trends and implementing action to ensure optimal process and performance standards. Additionally, supervise procurement processes and guarantee that adequate provision is made for short, medium and long term planning for all procurement activities across the institution. This includes ensuring that project implementation is compliant with U.S. government regulations, while also meeting the local program needs and technical requirements of the projects. This will require you to work in close cooperation with the technical positions and project team.
